Illinois taxpayers have been paying the medical costs for dead people. A state audit reveals the Medicaid system dished out more than 12-million-dollars to pay the expenses and now Governor Quinn says he's taking action.

Quinn says he doesn't have any tolerance for the payment mistakes and he's putting tighter controls in place to make sure it doesn't happen again. He says most of the payments went to managed care insurance companies that improperly billed the state.
