The Madison County State’s Attorney has filed charges against six people in connection with an alleged heroin ring that was busted in South Roxana. 21-year-old Kenneth Rice, 24-year-old Chelsea Schollmeier, 40-year-old Serena Jeffers, 24-year-old Allora Stratton, 36-year-old Joshua Coons, and 40-year-old William Jeffers were all charged yesterday following an initial arrest in January.
South Roxana Police say they were tipped off to suspicious activity at the Connor Place Apartments by neighbors complaining of high traffic, but were also notified by family members of people who were allegedly buying the heroin from some of the suspects. Rice and Schollmeier are charged with unlawful delivery of a controlled substance within 1000 feet of public housing, unlawful possession with intent to deliver a controlled substance within 1000 feet of public housing and conspiracy to commit unlawful possession with intent to deliver a controlled substance while located within 1000 feet of public housing. Serena Jeffers is charged with the conspiracy and delivery offense, while William Jeffers is charged with the conspiracy offense and unlawful possession of a controlled substance. Coons is charged with the conspiracy offense, and Stratton is facing a possession charge. The offenders no longer live at the apartments and are now being sought on those warrants.
