Governor Quinn is considering the reopening of a prison that once housed juveniles in southern Illinois. His proposed budget plan calls for the Murphysboro facility to become an adult lockup for drunken drivers.
This move will depend on whether Illinois lawmakers vote to make a temporary 67 percent income tax increase permanent. Quinn says moving intoxicated motorists to the former minimum security lockup could ease prison overcrowding.
