Governor Pat Quinn says he'll sign the Millionaire Tax Bill. It'll allow voters to weigh in on whether people who make more than one-million-bucks-a-year should pay more in state income taxes. The question will appear on the November ballot as a non-binding referendum.
That means lawmakers won't be required to impose the higher tax, no matter what voters say.
