Mr. Moore was a veteran of the United States Marine Corps. He earned an Associate’s Degree from Southern Illinois University at Edwardsville before earning his Bachelor’s Degree in Organizational Management from Blackburn College. He attended Marshall Baptist Church of Marshall, Illinois. Richard was a man of deep faith who found great reward in serving as an ordained minister for marriages and counseling. He loved his work at IDOT. His spare time indoors was spent reading, but he preferred the outdoors, especially fishing. He loved spending time with his lifelong friends, and he was happiest when spending time with his grandchildren.
