ALTON – Legal action filed by Alton Mayor David Goins to try stopping the City Council from ousting two of his appointees has prompted a special meeting on the topic.

The special meeting is set for Wednesday, Aug. 5, 2026 at 6 p.m. in the Alton City Council chambers at City Hall. The meeting was requested by Aldermen Michael Velloff, Patty Ford, and Martha Pfister.

The agenda items include a closed session “to discuss pending litigation.” Items for discussion during open session include “possible action regarding pending litigation” and “attorney fees in Mayor Goins vs. City of Alton.”

This comes after aldermen rejected the reappointments of Rodney and Greg Caffey to their respective positions as city attorney and director of Planning and Development, Building and Zoning, and Code Enforcement.

Votes on those reappointments were held under a heavily amended ordinance which deemed each of the mayor’s appointees null and void pending City Council approval. Aldermen then approved the reappointments of each city official except the two Caffey brothers.

The mayor vowed to fight the ordinance “tooth and nail” and has since been granted a Temporary Restraining Order in Madison County court. The order temporarily blocks enforcement or further action on the challenged ordinance and requires both Caffeys be reinstated pending further hearings and court orders.
