ROXANA - Roxana Community Unit School District No. 1 said on Friday, Aug. 14, 2026, that its Board of Education has posted its most recent teacher contract proposal and supporting documents on the district website after the Roxana Education Association declared an impasse in negotiations on Aug. 6, 2026, triggering a formal dispute resolution process with the Illinois Educational Labor Relations Board.

The REA represents the majority of the district’s teachers and other licensed staff. The impasse required both the union and the board to submit their most recent offers and cost summaries to the IELRB by Aug. 13, 2026. Those submissions are scheduled to be made publicly available on the IELRB website Aug. 20, 2026.

The board said it chose to make its most recent proposal and supporting documents available before the IELRB posting “as part of its commitment to transparency and community engagement.”

The posted materials include a questions-and-answers document addressing the status of negotiations, district finances, summaries of both sides’ last offers, and a comparison of teacher compensation in Madison County. The materials also include a cost analysis of the board’s most recent $1.5 million proposal, a salary and benefits spreadsheet outlining the additional compensation associated with the proposal for each employee, and a copy of the board’s Aug. 4, 2026, proposal submitted to the REA.

“The Board recognizes and values the dedication, professionalism, and contributions of the District's teachers and staff and remains committed to offering a competitive compensation and benefits package,” the district said in the release. “At the same time, the Board has a responsibility to manage public resources in a fiscally sustainable manner. We believe that our August 4, 2026 proposal accomplishes both.”

No additional mediation sessions have been scheduled, according to the district. The board said it remains committed to the collective bargaining process and to continuing good-faith discussions aimed at reaching an agreement.

The district said a declaration of impasse does not mean a strike will occur, and negotiations may continue. The parties may reach an agreement at any time.

If an agreement is not reached, Sept. 3, 2026, is the earliest date on which the REA could potentially engage in a lawful strike, according to the district.

The board said it remains focused on supporting students, families and staff throughout the process and remains hopeful that continued negotiations will result in a contract agreement.
