The project includes the removal of the building’s existing roof and the installation of a new roof, according to the application for TIF (Tax Increment Financing) assistance. Work is expected to last two weeks and will be complete this summer.

The council previously approved an environmental remediation grant for asbestos removal at the same property, which is set to be the future permanent home of Restorative Solutions Counseling. The business’s current location at 116 W. Pearl St. was also recently approved for a roof grant after an application from Brad Tonsor.

Nate Blasa previously said future plans for 108 S. State St. include renovating the second-story apartments. The latest TIF application notes the building is expected to generate additional property tax revenue once the apartments are complete.

The application was recommended by the city’s TIF Advisory Board. Under the city’s TIF program, developers are reimbursed for eligible project costs after making certain upgrades to a property. Reimbursements are paid out of a dedicated fund which collects incremental tax revenues generated by the increased property values resulting from the improvements made.
