GRANITE CITY – A sex offender from East St. Louis faces a felony in Madison County after allegedly soliciting a minor near a school.
Rashad V. Lumpford, 32, of the 400 block of Wimmer Place in East St. Louis, faces a Class 3 felony count of indecent solicitation of a child. The charge was filed Aug. 5, 2026 in Madison County court and stems from an alleged incident two days prior on Aug. 3, 2026.

Lumpford is accused of knowingly soliciting a 13-year-old child to perform a sex act with the intent of committing an offense of aggravated criminal sexual abuse.
Granite City Police officers were dispatched to the scene of the incident, which reportedly occurred across the street from Granite City Junior High School, according to the state’s petition to deny Lumpford’s pretrial release.
The victim told police Lumpford asked them a series of sexually suggestive questions after confirming the victim was under 18 years old, the petition states. Lumpford was arrested at the scene.
The petition notes Lumpford is a registered sex offender facing two pending cases of sex offender registration violations. The Illinois State Police Sex Offender registry lists Lumpford’s registration status as “compliant” at the time of this writing, having last registered on June 11, 2026.
The registry also shows Lumpford was previously convicted of aggravated criminal sexual assault of an adult victim and aggravated unlawful restraint, both in St. Clair County.
The Granite City Police Department presented the latest case against Lumpford, who currently remains in custody at the Madison County Jail.
All individuals charged are presumed innocent until proven guilty in a court of law.
