GRANITE CITY – A local man charged with stealing over $18,000 from a disabled victim is out on pretrial release from custody.

Troy S. Kimbel, 24, of Granite City, was charged in Madison County court on July 23, 2026 with one count each of financial exploitation of an elderly person or person with a disability, theft of property by deception (both Class 2 felonies) and wire fraud (a Class 3 felony).

From May 24 to Dec. 16, 2025, Kimbel allegedly knowingly obtained $18,258.38 by means of deception from a person with a disability while standing in a position of trust and confidence with the victim.

Kimbel reportedly devised a scheme to transmit funds from the victim’s bank accounts into his own CashApp account by means of wire transfer within the State of Illinois.

Kimbel was ordered released from custody pending trial in the case presented by the Granite City Police Department.

All individuals charged are presumed innocent until proven guilty in a court of law.
