ALTON – Two people charged in separate cases involving damage to AT&T cables face felonies in Jersey and Madison Counties.

Robert C. Kenshalo, 50, of Alton, was charged on Aug. 14, 2026 with a Class 3 felony count of theft and a Class 4 felony count of tampering with communication services for remuneration (a Class 4 felony).

Kenshalo allegedly stole over $500 worth of telecommunications wire or cables belonging to AT&T on April 7, 2026 before using, concealing, or abandoning the property. Charging documents state he damaged the communications equipment for purposes of “remuneration,” or payment for completed services.

The Alton Police Department presented the case against Kenshalo, who was ordered released from custody pending trial.

A Godfrey man was charged the day prior in a separate but similar Jersey County felony case.

35-year-old Derek E. Fogle faces one count each of criminal damage to property and tampering with communication services, both Class 4 felonies.

Fogle allegedly knowingly caused over $300 in damage to telephone communication wire on Aug. 11, 2026 which was also property of AT&T. Charging documents state the damaged wire was located in the 27000 block of State Highway 3 in Jersey County.

Fogle was also ordered released from custody pending trial, with an initial appearance at the Jersey County Courthouse scheduled for Oct. 13, 2026.

All individuals charged are presumed innocent until proven guilty in a court of law.
