EDWARDSVILLE — Madison County State’s Attorney Tom Haine has appointed Assistant State’s Attorney Ali Foley as First Assistant State’s Attorney. Foley joined the Madison County State’s Attorney’s Office in 2010 as a legal intern and began her career as an Assistant State’s Attorney in 2011.
In 2021, she was named Chief of the Children’s Justice Division, where her focus has been the prosecution of cases involving crimes against children, working closely with victims, law enforcement, medical professionals, victim advocates and social services. Foley is a board member of the Illinois Child Death Investigative Task Force, serves on a regional Child Death Review Team, and serves on the Illinois Sex Offender Management Board, roles that reflect her extensive experience and leadership in child protection and public safety.

“I’m honored to step into the role of First Assistant State’s Attorney and continue serving the people of Madison County,” Foley said. “Our office has a vital responsibility to pursue justice with integrity, and I’m committed to supporting our team as we work to protect our communities and uphold the law.”
The First Assistant serves as second-in-command to the State's Attorney, assisting in the overall management and daily operations of the office. The position's duties include supervising attorneys and staff, advising on major case decisions, helping set prosecutorial priorities, and acting on behalf of the State’s Attorney when necessary. Foley earned her law degree from Saint Louis University School of Law.
Haine said Foley “has demonstrated exceptional judgment, leadership, and dedication to justice throughout her career. Her experience, work ethic, and commitment to protecting the most vulnerable members of our community make her exceptionally qualified to serve as First Assistant State’s Attorney.”
He added, “Ali brings institutional knowledge, steady leadership and a deep understanding of the responsibilities entrusted to this office. I am confident she will continue to serve the people of Madison County with integrity, professionalism, and compassion in this new role.” Foley replaces Chad Loughrey, who recently was selected to serve as an Associate Judge.
