ALTON – A sex offender residing in Alton faces a new felony charge after repeatedly failing to register with local authorities.

Terrance T. Holmes, of the 1900 block of N. Rodgers St. in Alton, was charged on Dec. 26, 2025 with a Class 3 felony count of violating the Sex Offender Registration Act.
On Dec. 24, 2025, Holmes allegedly failed to register as a sex offender with the Madison County Sheriff’s Office in Madison County, where he resides, as required under the Sex Offender Registration Act.
The Madison County State’s Attorney’s Office filed a petition to deny Holmes’s pretrial release from custody in this case, noting he has “repeated failed to report” as a sex offender. As previously reported on Riverbender.com, Holmes was charged last month with a Class 3 felony count of violating the Sex Offender Registration Act before being granted pretrial release from custody.
As of this writing, Holmes still does not appear listed in the Illinois State Police Sex Offender Registry. The petition in this latest case also states Holmes failed to appear in court for his prior case and has now violated the terms of his pretrial release from custody.
The Madison County Sheriff’s Office presented the latest case against Holmes, who was ordered remanded to jail for his initial court appearance in this case.
All individuals charged are presumed innocent until proven guilty in a court of law.
