Joe Helm Carter, at the age of 77, departed this life Tuesday, January 26, 2016 at 4:20 p.m. at Alton Memorial Hospital with his family by his side. Visitation will convene Friday, February 5, 2016 from 10 until time of service at 10:30 a.m. at Harrison Funeral Chapel. Bishop Carl Woodard will officiate.
