The recovery is not happening fast enough for most people, but it is still happening, according to the Illinois Department of Employment Security.   Spokesman Greg Rivara says the unemployment rate for December was 9.8 percent, down from 10.7 percent in December 2010. And while December 2011 had a loss of 4,100 jobs, the full year showed a gain of 52,600. Going back to January 2010, the gain is 95,900.

On average, “Illinois has added about 4000 jobs each month in 2011,” Rivara says. “At the height of the recession, Illinois was losing more than 18,000 jobs each month.”
