Charges have been filed against two people from Shipman in an animal cruelty case out of Alton. 32-year-old Arsby Blackmon and 27-year-old Divas Taylor surrendered to police on Wednesday in connection with a case earlier this month over the improper care of a dog.
The dog was discovered May 3 at a home in the 1000 block of Brown Street. The responding police officer found the dog in poor living conditions without food or water, suffering from mange and bleeding from open wounds on her body. Alton Animal Control was called and later turned the dog over to Hope Animal Rescues, which is nursing the dog back to health. Alton Police Detectives investigated the incident and determined Blackmon and Taylor had lived at the Brown Street residence and sought charges.
