Two area women are accused of providing the heroin that led to a 34-year-old East Alton man overdosing on the drug. 23-year-old Lisa Burch of the 100 block of Tomlinson in East Alton and 33-year-old Michelle Outhouse of the 600 block of Southard in South Roxana are each charged with aggravated battery and unlawful delivery of a controlled substance. They are both being held on $100,000 bond.
Police believe the two traveled to St. Louis to purchase the drug and then brought it to 34-year-old Joshua Mustain. He was revived at the scene with Narcan, a drug commonly used in these cases. Police then searched the house in the 600 block of Southard, where they allegedly found drug paraphernalia and nearly two-dozen empty clear plastic capsules called buttons that are used to hold the heroin.
