Illinois has had its share of financial problems, but the unpaid bills have dropped down to $3 billion.   “We’re able to pay more bills that kind of takes 2 or 3 billion down,” state Comptroller Judy Baar Topinka said.

Topinka says that she expects the amount of unpaid bills to go back up to about $7 billion.  “By the fiscal year ending, we’ll be right back up there,” Topinka said.
