A new sidewalk is planned for a portion of College Avenue, but a tight timetable and funding questions make for less than unanimous support at city hall. Alton aldermen voted 4-3 this week to approve a Preliminary Engineering Services Agreement for federal participation, but the clock is now ticking, according to the city’s Public Works Director.
Bob Barnhart tells The Big Z that IDOT was originally supposed to approve or deny the project last fall, but that approval didn’t come until January.

The city portion is $67,500. Grant money will cover the other 80%, or $270,000. Barnhart says by doing most of the work during the summer months they can avoid the added foot traffic to and from Alton Middle School.
