Alton Police discovered a man sleeping under a picnic table at Riverfront Park on Sunday and he was charged on Tuesday with failure to register as a sex offender. 47-year-old James R. Baxter is also charged with sexual predator presence in a park. Both charges are felonies.
Authorities report that a man visiting the park discovered a backpack on a sidewalk and turned it into police. Officers checked the contents and found it belonged to Baxter after discovering his sex offender registration form. Police returned to the park and found Baxter asleep under the picnic table, near the playground and restroom area where children were playing at the time. Police report Baxter smelled of alcohol and told them he had been living at the park since late last week. He is being held on a $150,000 bond.
