After being tabled last fall to rework the ordinance, the City of Alton is taking another shot at cracking down on those that use scrap metal recycling as a way to fence their stolen goods. The Alton City Council has passed a resolution that will now go through the ordinance process that establishes tougher new rules.
Alton Police Chief David Hayes says the goal is to have a uniform set of laws across the area.
He says the biggest change the scrap recycler will see is a three day wait on getting paid, and then that will be in the form of a check, rather than in cash. He says there will be no effect on the person who just recycles a couple of bags of aluminum cans on occasion.
