With only 13 votes, State Rep. La Shawn Ford (D-Chicago) didn’t have a chance. Ford sponsored a bill that would fund School Choice scholarships in certain zip codes, for kids in grades K-8. The scholarships would have been funded solely through a special lottery scratch-off, which some say would take money away from public schools.

“There is no jeopardy of robbing the common school fund. The only way this bill and this ticket is successful is if people participate in purchasing the ticket,” Ford said. State Rep. David Reis (R-Sainte Marie) opposed the bill because it was exclusive to certain areas.
“Have something that is competitive, where everybody has a chance at these scholarships, rather than just saying the top 20 generating zip codes. I don’t think that’s fair to all the students.”
