“This is unheard of in Illinois to have such great economy over the course of five or six fiscal years,” Quinn said. He says deep cuts are coming, along with pension reform and restructuring Medicaid. Quinn has already asked all of the state's constitutional officers to cut their budgets by 9 percent. He has also asked most state departments to do the same. However, he says the state’s education budget is larger than last year.
