An Alton man has filed a civil lawsuit against the Alton Police Department, three officers and the City of Alton over his arrest in 2013. Randall K. Salinas claims he was injured by police while he was being held in the Alton Jail for allegedly resisting arrest and being a pedestrian under the influence.
Salinas was arrested on October 22, 2013 outside his home in the 3200 block of College Avenue. The lawsuit alleges Salinas was handcuffed and placed in an interrogation room where he suffered a broken jaw. He also claims a video of the incident was either lost or destroyed by the department. Salinas, who has had a number of previous arrests mainly for traffic and misdemeanors, is represented by attorney Lanny Darr. The suit was filed last Friday.
