Illinois House Speaker Michael Madigan is trying to push through a plan that would designate the Abraham Lincoln Presidential Library and Museum as a free-standing state agency.  He used the Memorial Day session to move through a committee a plan that would make the library and museum more independent of Governor Pat Quinn.  The speaker's bill would remove the library from under the Illinois Historic Preservation Agency. 

The only House Executive Committee member who opposed the legislation, state Representative Joe Sosnowski of Rockford, questioned the speaker about how the proposal would impact the several vacant staff and research positions.
