In his budget address, Illinois Governor Bruce Rauner offered lawmakers two options for solving the state's budget mess. Governor Rauner says lawmakers can either pass his proposed reforms like worker's compensation and pension reform, or give him the authority to make the drastic cuts necessary to balance the budget.
