Shared services, outsourcing, eliminating redundancy – whatever you want to call it, it's happening via a pilot program between the city of Naperville and the Illinois Liquor Control Commission. “Local inspections” – performed by the city – “will focus on areas of local concern, such as health, sanitation, license and insurance verifications, and deceptive advertising practices,” says Terry Horstman, ILCC spokesman.

He says Naperville has the size and structure to pull this off, and, depending on the results of the six-month pilot program, this could be expanded, says Horstman. he benefits include ILCC being able to focus more on big-picture initiatives, such as “illegal importation, trade practice violations, and sale of alcohol to minors,” says Horstman.
