The filing period for the March 18, 2014, primary election in Illinois ends at 5 p.m. today (Monday). Those who file between 4 p.m. and 5 p.m. will be in a lottery to determine who gets the arguably-coveted last spot on the ballot.
“Whether or not there's the statistical analysis that shows that you either need to be first or last,” Rupert Borgsmiller says, laughing, “that's the conventional wisdom: you want to be first or you want to be last.”
