Illinois Governor Pat Quinn has signed a couple of bills sponsored by Glen Carbon Republican State Representative Dwight Kay. The first one provides financial transparency and accountability when it comes to the state's unpaid bills. He says there has never been a public accounting of the state's unpaid bills left over at the end of a budget year.
He goes on to say that has allowed state government to freely push those old bills onto the next budget year.
Another requires the Illinois Environmental Protection Agency to maintain permit information on its website, including a yearly report detailing the number of permits received and issued by the agency, and the average number of days for permit issuance.
