The fact there's no state budget is a bigger headache to Steve Sandvoss than is the fact that this is his first year as director of the Illinois State Board of Elections.
“You know what they say: the show must go on,” says Sandvoss, formerly general counsel to the board and the successor to the retired Rupert Borgsmiller. “A bill, passed late last year, made lots of changes to our voter registration system.”
