A massive mailing that exposes thousands of Illinois residents' Social Security numbers is simply being called a "mistake." The state's Treasurer's Office says it made the mistake of printing thousands of Social Security numbers on the front of a flyer recently mailed promoting a college savings program called Bright Directions.

The Treasurer's Office blames the gaffe on Union Bank which handles all mailing matters for the program. Officials also say the mistake presents a low risk for identity theft.
