Illinois is No. 1 when it comes to protecting animals, according to a new study. Lora Dunn, the editor of the study, credits that to Illinois’ penalties for animal cruelty, neglect, abandonment, and fighting.

“Those apply to most animals in Illinois,” Dunn said. “So we’re not just talking about cats and dogs here, which is one of the reasons why Illinois gets such strong marks.”

Dunn believes there’s still room for improvement, pointing out that under current state law, convicted abusers are not required to forfeit their animals.
