A proposed change in state law would allow state agencies to favor Illinois companies for engineering and architectural services. The change could benefit firms such as Chicago’s Knight E/A, whose chairman is Jim Wolfe. “Professional service firms such as engineers and architects are generally selected by the state based on the Qualifications Based Selection Act,” Wolfe told testified.

“Basically, it’s designed to encourage discussions amongst decision-makers as to which firm is the most qualified. It is not based on the low-bid process that contractor bids are used for.” Wolfe said Indiana and Chicago already have similar programs. The bill would permit but not require state agencies to award contracts based on location. S.B. 272 has passed the Senate Executive Committee.
