A bill headed to the governor's desks lifts the ban on "Happy Hours" in Illinois.  The legislation lets businesses that sell liquor offer discounted drinks for up to four hours a day, and no more than 15 hours per week.

It also requires all bartenders and servers to go through a training program that will help them spot underage drinkers and those who've been hitting it way too hard, according to Chicago Representative Sara Feigenholtz.

The measure still prohibits buy-one get-one deals, but does allow restaurants to combine meals and drinks into one special.  The governor still must sign it into law.
