Caregivers who financially exploit the elderly aren’t currently breaking any state laws. But State Rep. Emily McCasey (D-Lockport) wants to change that. McCasey introduced a bill that would close the loophole allowing people who exploit people above 60 for more than $5,000 and would freeze their assets to pay back the victims.

“This is someone who is in a position of trust or authority. This is the daughter. This is the grandson who is helping grandma or grandpa – cleans out their savings. Misappropriates their funds,” McCasey says. The measure passed a committee in the Illinois House of Representatives and now goes before the full House for debate. Another McCasey bill toughens the penalties for stealing from the elderly, making it a Class 2 felony to steal things worth more than $5,000.
