A measure Republicans say spends $7 billion more than the state brings in passed for the second time Thursday on a rare revote.  The budget bill is intended to create a spending plan for the coming fiscal year.  There is still no budget 11 months in to the current fiscal year.

Republican Representative Dwight Kay of Glen Carbon tells The Big Z there is no way to make the math work on this plan without passing a number of new taxes.

The measure initially passed Wednesday but a revote was held because of a procedural issue. The measure now heads to the Senate.
