A plan to allow telemarketers to call people's cell phones has been shut down in Congress. Illinois Attorney General Lisa Madigan is applauding the move. She says giving telemarketers legal authority to call cell phones would've opened the floodgates for unwanted robo-calls at all hours of the day.

Not only that, Madigan says customers would've had to foot the bill for the unsolicited calls. She says she's glad Congress listened to the people who voiced concern about the proposal.
