Illinois' distressed prepaid tuition program could receive a cash infusion from taxpayers, even though it's not backed by the state. State Representative Jim Durkin is behind legislation that would require the General Assembly to cover salaries and benefits for employees of College Illinois!, which is facing a deficit of 560-million dollars.

The current salary tab totals three point two million dollars and is paid out of returns on investments but that number could drop significantly if the bill passes. Durkin said his legislation is the first of many steps needed to revive the program, but insisted that it isn't the start of a much larger taxpayer bailout.
