A new report from the Civic Federation recommends Illinois increase taxes and cut spending to balance the fiscal 2017 budget. The report claims Gov. Bruce Rauner’s revenue projections aren’t realistic. Civic Federation President Laurence Msall estimated that Illinois will bring in $32 billion this year but spend $36 billion.
