An Alton man is being held in the Madison County Jail this morning, charged with three counts of distribution of child pornography.  66-year-old Donald L. Phillips of the 3,400 block of Fullerton Avenue is being held on a $150,000 bond.  He faces a maximum of 30 years in prison on each count if convicted.  

Investigators raided Phillips' home Thursday morning as part of a statewide initiative called "Operation Glass House."  It is a program developed by Illinois Attorney General Lisa Madigan, which began in 2010.  Since then, 45 people have been arrested as a result of the initiative - including a handful from the Riverbend.  Madigan's office says it has discovered what it calls a "disturbing trend" of offenders trading extremely violent videos of young children being raped.
