The Alton City Council has approved an ordinance that supporters say should reduce the feral cat population in the city.  The program is designed to trap the cats, neuter them, and return them to their neighborhoods.

SNIP Alliance President Sandy Eaves tells The Big Z this is more a more effective way of dealing with the feral cats than just trapping and removing them due to what is called the "vacuum phenomenon."

Aldermen also approved a number of street closures in the coming weeks and months.  A portion of Third Street is slated for closure on June 11th to facilitate an art show, and there's a concert in the middle of Belle Street on May 7.  From 6am until 6am the following day the block in front of Mac's Time Out Lounge will be closed for the Derby Day festivities that includes a concert by the Atlanta Rhythm Section.
