The first approval of the Fiscal Year 2016 - 17 budget for the City of Alton was given by the City Council at last night's meeting. The budget reflects continued belt-tightening. An amendment to restore the position of a second Deputy Clerk is included, with the caveat that the position could only be filled with council approval.
A public hearing on the budget was held at the start of the meeting, but no one offered comment. In connection with the budget, the city is changing its sick leave policy. Anyone hired after July 1, 2016 will not be allowed to sell back unused sick days on an annual basis. The city is also considering changing the start times for its Committee of the Whole and City Council meetings to 6pm and 6:30pm, respectively. That decision could hinge on whether or not there are rules in place that would allow the Alton Township meeting to also be moved an hour earlier.
