An arbitrator says Governor Quinn needs to go back to the bargaining table before shutting down state prisons and youth detention centers. Steven Bierig found that Quinn violated the state's contract with the AFSCME labor union by taking steps to close facilities in Carbondale, Chicago, Decatur, Dwight, Joliet, Murphysboro and Tamms.
He says the state did not complete the bargaining process and did not consider all the safety hazards before moving forward with facility closures. The union has also filed a lawsuit asking a judge to order the state to comply with the arbitrator's ruling and to issue an injunction preventing the state from closing the facilities. But the state has filed its own suit seeking to vacate the arbitrator's ruling.
