A recent transparency audit performed by the Illinois Policy Institute gives Alton the lowest grade out of four area municipalities that received failing grades. Scoring a 28 out of a possible 100 points, Alton trailed East St. Louis’ 32, Edwardsville’s 33.1, and Collinsville’s 58.6. Scoring is based on how much and what type of information is available on each city’s websites.
Brian Costin, the Institute’s director of government reform, says these findings came after studying the website and contacting city officials.

Costin says they would like to see more years of budgets, audits, and a list of expenses. The Illinois Policy Institute bills itself as a nonpartisan research and education organization with a goal of making Illinois an economic and free enterprise leader for the rest of America.
