SIUE Interim Dean of Students Terrence S. McTier Jr., PhD.EDWARDSVILLESouthern Illinois University Edwardsville Vice Chancellor for Student Affairs Jeffrey Waple, PhD, has appointed Terrence S. McTier Jr., PhD, as the Interim Dean of Students, effective Monday, Jan. 24. The search for a permanent Associate Vice Chancellor/Dean of Students will launch in February.

“The Dean of Students role is critical to the institution, serving as an advocate and resource for students and their families, as well as a compliance specialist who ensures student adherence to campus policies that impact health, safety and participation in our educational mission,” Waple said. “I am confident Dr. McTier will help advance this important work, and I appreciate his commitment to SIUE.”

“I’m elated to be serving in a capacity that contributes to the success of SIUE students and the division of student affairs. It is an honor and privilege that I do not take likely,” said McTier.

McTier is an adjunct professor in SIUE’s Department of Educational Leadership. Prior to joining SIUE, he served as the inaugural director of the Prison Education Project at Washington University in St. Louis. McTier was previously an assistant professor in higher education at Ohio University (OU), where he served as a faculty conduct hearing officer, and taught a variety of courses, including Legal Issues in American Higher Education, Policy Perspectives in Higher Education, Diversity in Higher Education, and Campus Environments.

An active teacher-scholar, McTier’s research examines the experiences of college students with criminal records and the various factors that affect or impact their transitions into traditional higher education settings. His research has been published in various academic journals and used by the U.S. Department of Education 2021/2022 Rulemaking Session for Affordability and Students Loans committee and for the Federal Pell Grants for Incarcerated Students sub-committee. McTier was selected by the U.S. Department of Education to serve as a non-federal negotiator for both committees and was responsible for crafting rules for the reinstatement of Federal Pell Grants for Incarcerated Students, which take effect July 1, 2023.

McTier is a member of Alpha Phi Alpha Fraternity Incorporated and is involved in the Association for the Study of Higher Education (ASHE), the American College Personnel Association (ACPA), the Alliance for Higher Education in Prison (AHEP), and the National Association of Student Personnel Administration (NASPA).

McTier holds a bachelor's in communication from Kennesaw State University, a master’s in educational administration from the University of Nebraska-Lincoln, and a doctorate in educational policy and evaluation from Arizona State University.

He replaces Kara Shustrin who is pursuing new endeavors after having served the University for 28 years.
