The Alton City Council has approved a resolution that looks to be the final piece in the puzzle to bring the billing of trash and sewer services back under the city hall roof. The move to bring it back in-house was done last year, and will take the responsibility out of the hands of American Water Company. The city will also enter into an Intergovernmental Agreement with the state Comptroller's Office's Local Debt Recovery Program.
Alton Comptroller Stephanie Elliott says the recovery program will start with old sewer bills.
She says they could eventually expand the program to encompass trash, parking tickets, certain types of liens, and damage to city owned property offenses. The Council last night also approved raises for the city clerk and city treasurer which will take effect following the election. The board also gave approval to a resolution that will now generate an ordinance that would legally allow city residents to raise backyard chickens.
