Gov. Pat Quinn says in order to construct three important roads, there must be an effort to bring in money for construction. Besides public-private partnerships, Quinn says the state must look at “value capture” when constructing the Elgin-O’Hare Bypass, the Route 53 toll road and the Illiana Expressway.

“The concept is you have to have the money to build a new road, and a lot of times the exits on that new road will lead to great new value for a community as far as sales tax and property tax,” Quinn said. He says that new revenue can be shared with the road builders. “It was done on the [I-355] tollway. It’s used elsewhere in the United States,” Quinn said. Quinn says IDOT and the State Toll Highway Authority are currently looking at the “value capture’ concept to help fund construction of the Elgin-O’Hare bypass.
