In addition to lagging contract negotiations, they're upset with the lack of a budget under new Gov. Bruce Rauner, painted as someone elected to help the richest Illinoisans.
State Sen. Andy Manar (D-Bunker Hill) imagined a meeting between Manar's working-class, public-employee father and the governor.

“The finger of blame in that conversation wouldn't be coming from the guy working two jobs making $30,000 a year,” said Manar. “It would be coming from the guy who makes $30,000 an hour.”
Union leaders urged the crowd to rest up over the holidays and prepare to focus on the 2016 elections.
