Two people have been arrested in connection with the death investigation of 42 year old Frances Ragan of East Alton. The men were taken into custody this week on unrelated charges, but South Roxana Police are waiting for toxicology reports and evidence submitted to the Illinois State Police Crime Lab. Ragan was found dead inside a U-Haul van last Saturday on the parking lot of the Dollar General in South Roxana.
In a release to WBGZ Radio News, South Roxana Police reported 32 year old Jeremy Loraine of Alton was arrested on Tuesday in the 400 block of Ohio Avenue in South Roxana for Failure to Register as a Sex Offender, Retail Theft, and two counts of Battery. Police also arrested Robert Stoces of Hartford on Wednesday outside his residence for a Parole Violation for Manufacturing Methamphetamine. Police say the investigation remains open and the case will be presented to the Madison County State’s Attorney’s Office for review pending the outcome of the lab results.
