If one lawmaker has his way, you'll be dishing out an extra quarter for every pair of sneakers you buy.  State Representative Will Davis wants to add the small fee to help youth and young adults learn life skills such as how to work as a team, keep a job, manage money, and communicate effectively.  

The money would go to Youth Build Illinois, which has programs set up in Bloomington, East St. Louis, Rockford, and Waukegan.  If lawmakers agree to the concept and Governor Quinn signs a bill into law, it could take effect as early as July 1st of this year.
